AN EARLY NEWSPAPER ACCOUNT OF THE ESTABLISHMENT OF THE DEPARTMENT OF STATE. 

The Department of State was established as the Department of Foreign Affairs by the act of 27 July 1789, and it received its present name on 15 September 1789.  "Be it enacted by the Senate and House of Representatives of the Unties States of America in Congress assembled, That there shall be an executive department, to be denominated the department of foreign affairs, and that there shall be a principal officer therein, to be called the Secretary for the department of foreign affairs..." (p.[3]).
