A group of 2 letters related to the strategic Potomac River location Matthias Point, including a letter from Commodore Andrew Harwood to Gideon Welles referencing an African American person engaged in surveillance activities on behalf of the Union.

HARWOOD, Andrew Allen (1802-1884). Autograph letter signed ("Andw. A. Harwood"), as Commodore,[Washington] Navy Yard, the text of a telegraph message to Secretary of the Navy Gideon WELLES, replying to his telegraph of the 19th, 21 September 1863. 2 pp., 8vo, on printed stationery “United States Military Telegraph” (top of letter appears to be clipped, adhesive on verso, scattered pencil markings). Welles had instructed Harwood to “examine into the supposed movement of the rebels on or near Matthias Point [on the Potomac in Maryland], to which Harwood reports that "Acting Master Hill Commanding the ‘Dragon’ [a reliable officer] reports that he engaged a negro living near Boyd’s Hole [off the lower Potomac near King George, VA] to watch the movements of the enemy. / He represents that the force consists of a company commanded by Captain Todd, this was about the 17th.  It is thought probable that there may be more troops there now.” A lookout has been stationed, and two vessels are prepared to act “in case of any demonstration by the rebels.” Hill hasn’t seen the enemy, but the topography is such that the revels “can erect batteries without being seen from the river.” He suggests that “a small body of troops say from 50 to 100 men” be “sent down to him . . . could be used as a reconnoitering party without much risk. . . .”

[With:] TAYLOR, J. W. Autograph letter signed ("J.W. Taylor"), as Chief of Staff A.A.G., to "Capt. Fisher - “through Head Qrs: Military Governor of Alexandria,” 23 September 1863. 1 p., 8vo (creasing along center fold, adhesive residue on verso). Taylor orders Fisher: “Meet at Gen. Hough’s Head Qrs. An officer of the Navy will accompany your expedition—Consult with him and start with as little delay as practicable—land at Matthias Point and make a thorough reconnaissance.  See especially if any batteries have been commenced by the Confederates or any preparations made for their establishment.”
