Granting William Strachan Royal passage of three vessels of "wine and such goods" to proceed from Cadiz to the Port of Plymouth.  Lord Hawkesworth, Robert Banks Jenkinson, 2nd Earl of Liverpool, George III's trusted advisor, served as Prime Minister from 1812-1827.
