The Bureau of Refugees, Freedmen, and Abandoned Lands, typically known as the Freedman’s Bureau, was established on 3 March 1865 to supervise all matters relating to refugees and the newly emancipated. Originally North Carolina was divided into 4 districts (New Bern, Raleigh, Wilmington, and Goldsboro), and further into sub-districts. On 1 July 1867, the subdistricts became the basic unit for organization, with 11 subdistricts, each with 2 to 4 further subdivisions. This roster lists the Sub-Assistant Commissioners, who would report directly to the Assistant Commissioner General Nelson A. Miles, and Assistant Sub-Assistant Commissioners assigned to various subdivisions around the state of North Carolina. RARE: OCLC lists only 1 copy, held at the Newberry Library.
