[With:] Letter from Hon. A.H. Rice, (Governor Elect,) in Opposition to the Proposed City Charter and Commission Government of Mayor Cobb. 8 5/8 x 12 1/8 in. broadsheet (spotting, some rips and tears to margins, bit of staining). Undersigned in type by Alexander H. Rice (1818-1895), who served as Mayor of Boston from 1856-1857, United States Congressman from 1859-1867, and Governor of Massachusetts from 1876-1878. Letter criticizes the proposed charter, which appears to suggest that certain commissions would be elected by City Council itself rather than by a direct vote of the city residents. Rice argues that the charter would reduce the government of the city to "more a 'government for the people' than 'by the people;' and seems to imply a distrust either of the intelligence or of the integrity of the masses of voters..."
[Also with:] The Daily Evening Herald. Vol. 1, No. 169. St. Joseph and Benton Harbor, MI: 20 September 1881. 10 1/4 x 15 1/4 in., 4pp (creasing, chipping to edges, some discoloration throughout).
