Scott + one other" for a rail journey on the C+M Rail Road from Youngstown to Cleveland. Signed by Quartermaster General Geo. B. Wright. Left edge inscribed "Col Reg", indicating "Colored Regiment."

Likely a pass for Benjamin Scott who enlisted on 4 September 1863 as a "Colored Cook" and was mustered into Company F of the 32nd Ohio Infantry on the same day.
