[Indianapolis?], 17 September 1916. 1 page, 4to, on Indiana Republican State Central Committee letterhead, toned, chips at edges. Political discussion surrounding the campaign of Republican Charles Evans Hughes. Hays was a prominent Hoosier who served as the chair of the Republican National Committee (1918-1921), served as Postmaster General (1921-1922), and is best remembered for the "Hays Code" which he established as chairman of the Motion Picture Producers and Distributors of America (1922-1945).
