CONTINENTAL CONGRESS MEMBER AND GEORGE WASHINGTON ELECTOR'S PERSONAL BIBLE. Joshua Seney represented the state of Maryland in the Continental and Confederation Congresses, where as an elector in the first Electoral College cast one of sixty-nine unanimous votes for George Washington as President. He represented Maryland as a member of the First United States Congress from 1789-1792. On May 16, 1789, he introduced the Permanent Seat of Government Act into the House of Representatives which "[offered] to the acceptance of Congress ten miles square of territory...for the seat of the federal government."
