Following the Prague Spring uprising in 1968, the Romanian government wanted to generate enthusiasm amongst the people by opposing the Soviet crackdown in Czechoslovakia. The government went on to establish paramilitary units known as the Patriotic Guard, and installed them in every community and factory. Hundreds of thousands of Romanian men and women joined the Patriotic Guard, but the government needed a way to train them on how to use firearms. Therefore the M69 was created to fill this need, and was in use by the Patriotic Guard up until the collapse of the Soviet Union in 1989.
