Leasing Abandoned Plantations, Civil War Broadside, 1864
Printed broadside, 11.875 x 18.75 in., outlining the "Rules and Regulations for Leasing Abandoned Plantations and Employing Freedmen." Issued in Cincinnati, OH by William Proctor Mellen, Supervising Special Agent, First Agency, United States Treasury Department: February 8, 1864. With sample "Form of Lease" agreement and twenty-four stipulations for leasing plantation land to Freedmen, defining a fixed wage system for laborers and setting limits on the size and number of abandoned plantations an individual may rent. This leasing system fell under the purview of the United States Treasury Department, where William Mellen (1814-1873) was employed as the Supervising Special Agent at Cincinnati's First Agency.
