Smith states, in part:

"Government having determined to build a number of gun boats on the western waters, it has become necessary to appoint some gentleman to superintend the building of them & in other respects to facilitate the operations of this department in that quarter.

From the knowledge I have of you & the very high confidence which I repose in your zeal & integrity, it affords me pleasure to confer upon you this appointment. You will consider yourself therefore appointed navy agent for the states of Ohio & Kentucky.

We shall require of you to superintend the building of such gun boats as the government may hereafter order to be built in that country, and all monies for building gun boats will pass through your hands. As occasions shall arise you will receive from this Department particular instructions.

For your services you will be allowed 1200$ per annum for superintending the building of the gun boats, and a commission of five per cent on all public monies paid away by you..."
